BCCI ombudsman disqualifies KSCA secretary Santosh Menon over tenure limit violation

IN A SIGNIFICANT GOVERNANACE ruling for Indian cricket administration, the BCCI Ombudsman and Ethics Officer, Justice Arun Mishra, has disqualified Karnataka State Cricket Association (KSCA) Secretary, Santosh Menon, holding that he has completed the maximum permissible tenure under cricket administration regulations and is therefore ineligible to continue in office.

The BCCI Ombudsman ruled that Menon had exhausted the maximum period of nine years allowed for an office-bearer under the applicable constitutional and governance provisions derived from the reforms introduced following the recommendations of the . As a result, he has been disqualified from holding the post of KSCA secretary. The ruling was mJustice Lodha Committeeade on the complaint filed by Dolphin Cricketers, an institutional member of the state association.

The ruling effectively creates a vacancy in one of the most influential positions in Karnataka cricket administration and could trigger a fresh process for filling the post in accordance with KSCA’s constitution and BCCI regulations.

The dispute revolves around the tenure restrictions introduced as part of the sweeping governance reforms ordered by the Supreme Court after the recommendations of the Justice Lodha Committee.

Under these reforms, office-bearers of cricket bodies are subject to limits on the number of years they can serve and are required to observe cooling-off periods after completing prescribed terms. The objective was to prevent concentration of power, encourage administrative renewal and improve transparency in cricket governance.

The Supreme Court has previously clarified that these disqualification and cooling-off provisions apply specifically to office-bearers rather than all members of governing bodies, making positions such as president, secretary and treasurer subject to strict tenure scrutiny.

Santosh Menon has been one of the most prominent administrators in Karnataka cricket and has played a significant role in KSCA affairs over multiple terms. KSCA is among India’s most influential state associations, overseeing cricket in Karnataka and managing Bengaluru’s iconic stadium infrastructure.

During his tenure, the association has been involved in several high-profile cricketing and administrative matters, including hosting international matches, IPL fixtures and interactions with the BCCI on governance issues.

The order signals that tenure limits will continue to be enforced strictly, even against senior administrators in powerful state associations. It reflects the BCCI Ombudsman’s willingness to intervene when questions arise regarding eligibility and compliance.
